Vienna is not good for learning if you play f4, this violates opening principles which I would not recommend for a beginner
Scotch - is basic and simple with a solid structure
Queens gambit - is more complex but is a good opening
Just play e4 and focus on development; knights, then bishops, then castle. At low levels you'll likely be out of book between 3-5 moves anyway.
I would say the Four Knights' Game and Guioco Piano are both fairly strong. As a response to d4, just d5. If you want to play d4, the Queen's Gambit is good.
I would recommend reading Logical Chess Move by Move. That book is a good introduction to opening principles.
I would recommend using setups against 1 e4 with black using either French 1...e6 -2..d5 or Caro kann with 1...c6 -2...d5 why because replying to 1.e4 with ...e5 as beginning with run into the quick fire mate attacks on ...f7 from a Bishop on c4 that new beginners can fall into avoiding this possibility till more experienced is a good starting point!
