What rating must you wbe to become CM??

In the current FIDE regulations (https://www.fide.com/docs/regulations/FIDE%20Title%20Regulations%202022.pdf) you should have a rating of 2000 once to recieve a CM regardless of the background for recieving it. But as titles are for life it may have been easier in the past.
Alternatively cc may have decided to show the CM title even if the person only have the title on condition.
A third possibility is that cc have decided for some time to show a title even if the person doesn't have a title for real (to promote a streamer eg.). There are examples on this in the past, but no currect examples to my knowledge.

As mentioned, there are direct titles that can be awarded, regardless of the ratings achieved. See section 1.2 and https://handbook.fide.com/chapter/B01DirectTitles2017

As it clearly is stated also direct titles require the rating. Otherwise the title is conditional.

No, the titles are directly awarded without ever needing to reach the rating. Nothing in 1.2 or the table of direct titles says it's conditional.

1.10.1 mentions conditional on rating but those are for GM/IM ones with norms, not the ones without norms.
For FM/CM direct titles, they are awarded and added to the FIDE profile once they are gained/registered (and title fee paid) and won't be removed, regardless of ratings.

Yeah, some master titles aren't earned. It's kinda sad for the people who got the title the real way, but that's how it is... and in most cases if you're the best 12 year old in your country, you're going to be titled soon anyway, so it's not all bad... but there are a non-zero number of people floating around who will probably never be master strength, but they have the title.

What country are they from?
