Rating is refunded when a player is caught cheating.
Will their be an ELO refund if someone I reported got banned for being toxic in my game?

I feel like an ELO refund is not an entirely unreasonable thing to expect. I believe anyone's play will get affected by some degree if their opponent is constantly being toxic to them and hurting their feelings during the game.
