I think 2.RxB puts up a better defense for White (though still looks losing). E.g.
After Kf2 QxR in the line you give, Black has mate in 8 or 9 moves but White can last longer from the final position here.
In fact Rybka suggests an immediate 2.Nc3 which appears pretty drawish, so maybe the puzzle is altogether invalid.
If I am not wrong that's not a composition but from someone's game.hmm memory betraying.

2.Nc3 holds out much longer for White, but after 2...Rc2 3.Ne4 c3, Black will be able to trade the advanced c-pawn for the knight and have a winning position.

Agreed - I've just been having a closer look at it.
I think Novagames was probably right with his previous post and Rxb2 was the winning move of the game. The point of the the puzzle was no doubt to show that the rook sacrifice was valid.
