Best way to study Rook Endgames is to read a lot of ending books and videos. Then practice on a chess board the rook endings on a board. This way your will develop muscle memory. Then when a match position is there break the position into different parts like pawn structure and spatial plus. Use tricks like Lucena's Winning Position and Phildor's Drawn Ending.

You need to spend a lot of time to become Master of Endgames. I totally agree with Goodchess. Get Droretsky, study it and practice it.

Some may not get the joke though. Many titled players find Dvoretsky's endgame manual to be really advanced and confusing. The endgames are about the solving process more than anything else because the positions are extremely impractical and unlikely to come up in any games. Plus, the author notoriously doesn't explain why certain variations are losing; they just expect the reader to be able to solve it on their own.
