Why is it that even when one or the other of us has more than enough material to produce a mate, when my opponent runs out of time, the game is a draw, insufficient material. I have had this when my opponent had 3 QUEENS, when there were multiple pawns and a rook, when there was ample oppurtunity to mate me, but I eluded it to win on time...Only to find in the end that I did not win on time, but I had a draw, because of "insufficient material". If one is playing a timed (3 min.) game, and one of the players runs out of time, it is NOT a draw, it is a LOSS by the player who RAN OUT OF TIME!!! This happens a lot, I am just looking for an explanation.

I agree. If you run out of time, you lose. Makes sense. Unless it happens to me, then it is wrong.

Because the person who wins on time must have sufficient material to mate.

Those are the rules of the game, like them or not.  If there's no possible series of moves for you to mate, then the game is a draw if your opponent's clock runs out.  From the FIDE rulebook, section 6.9:

Except where one of the Articles: 5.1.a, 5.1.b, 5.2.a, 5.2.b, 5.2.c applies, if a player does not complete the prescribed number of moves in the allotted time, the game is lost by the player. However, the game is drawn, if the position is such that the opponent cannot checkmate the player’s king by any possible series of legal moves.
