How to Proceed in Given Position

How, generally speaking, should White proceed in the following position (Black to move):

White's a pawn down, but it seems the rook is better placed than Black's rook is. What should White's strategy be here?

If Ra1 I go Kf3 and then Kg4. I'm hoping for black pawn on a2, black rook on a1, my king on g4/h4, my rook on a7 restricting the black king and preventing black moving the rook without losing the passed extra pawn. Looks hard for black to progress. He could bring the king across to move my Ra7 away but then I come down Eg.Ra3. If the king comes all the way down to try to free the Ra1 and help the a pawn promote I should put my Rook back up on the 8th rank and check him forever. Don't know if black can win. Just my opinion anyway, I'm no Rubinstein or Dvoretsky 🤔

It's the kind of endgame you would like to consult an IM or GM on, or at least an expert in rook endings. The only thing I know for sure is that white is fighting for a draw. You should seek for a position where you can wait for black to show his hand without getting in zugzwang. It might be one with your king on g4, or one where it is right now on g2. My guestimate is that white still has a draw.

I'm not so sure. These endgames are hardly ever that simple and it's easy to imagine scenarios where black can trade his queenside passer for both of whites kingside pawns.

This is a rather simple rook endgame. White's rook is well-placed behind the black a-pawn. Therefore black can't make progress. Kh7-Kg6 can be answered by Ra5. So the only option remaining is pushing the a-pawn, but there is no way to make progress. Unless white blunders like this:

But really this is an easy draw.
