Is it a draw in Q vs 2R?

Hey! In a tournament (before COVID-19), I just had two queens vs Q and two rooks. After that, we traded queens (Because i was forced to). And a couple of moves, my opponent looked around and we were the last ones in the room for 15 minutes, so he wanted a draw. Before that none of our moves were making progress at all, and not improving our position. After, like 5 minutes later, we agreed on a draw. I never had Q vs 2R, and I never seen one in a book. Here is the final position of our game:

I was black in this position, but I want to see you guys also put insert how white can win. Also, please say if this position is a draw or not.

If anyone is winning it's the side with the 2 rooks. In the position you post if black is to move it is winning eg. Rh6+ Kg2 Rdg6+ Kf2 Rf6+ pinning and winning the queen.
