No, it looks quite drawish. It's not theoretically drawn, since that means that is has been analysed to a draw. While it is a dead draw, it's not yet a theoretically drawn endgame.
I would begin with 1.Ra7, and see what black plays.
1.....Rb8 2.Rh7+ Kg6 3.Rd7 Rb5 4.Kg4
Or 1....Rd6 2.Ra8 Rd7 3.Rh8+ Kg6 4.Kg4

No. 4...Re7 (threatening Re4+) draws comfortably.
Which ever player that can control the e-file with the Rook can make his/her opponent miserable. It depends on your opponent end game skill if it is a draw.
The fight should move towards the d-pawns. Clearly black is slightly and i mean sligtly ahead ....with white having a rook pawn(ouch). Black at least has space to move around the knight pawn. Control the e-file and plan a pawn exchange and move the king towards the d-pawn where the opposing king can not reach due to the Rook barrier on the e-file. This may take close to 50 moves (draw) to reach ...... Move order!
