If there are pawns involved in the game yes . If its only two kings , and a bishop then you cant because the game would be over by a draw the moment you have a bishop and two kings. You cant proceed any further.

I thought this would've been understood, but I mean assuming the game never draws by insufficient material. Let's say that we're playing capture the king, and I have a king and bishop and you have a king.
(in capture the king, you don't have to move your king out of check, so you could win with K+B/K)

1. You said its impossible to mate KB vs K. Correct Point taken.
2.Now you have a doubt whether you can force a stalemate with KB vs K . And if so how ?
Here there are two options.
a.Both the sides have a few pawns , along with KB vs K. Then you can stalemate depending
the position.
b.There are no pawns. And its just KB vs K . Then you cannot stalemate. Its not possible.
Because the game would be over by a draw. And you cant play further.

v if the game doesn't stop due to material insufficience, then it depends on the position, if a king is on the corner, yes if the bishop and king are placed in a postion where it can plock like the other example I showed earlier, otherwise no
