I don't know if it wins but I'd be thinking of activating my king to c1. The connected rooks should be capable of handling the back rank if any pawns manage to get through.

I'd say maybe infiltrate for white on the e-file after getting the king more active, but I feel the black rook will trap the king and a rook trade might favor black.

and then the pawn storm for black looks very dangerous...

I'd say black has the chances and it'd be hard to draw.

I think white should probably be fine if he gets one of his rooks to the g file and starts infiltrating behind the pawns, also trying to lock the position with his king

White's lack of activity seems to be a big problem here. If Kc1-d2, there's an infiltration on the 2nd rank. If white spends time now to prevent those ideas, black's king is going to end up on c3.

These kind of positions are impossible to analyse with general rules, so who knows, there might be a tactical way of still winning it for white. In a practical game though, black should have the best practical chances, as black's position is easier to play and things can go very wrong with such advanced pawns. I'd be scared of losing with white.
