800 rated bullet players...

Is it just or me are bullet players that are still rated 800 play like legit 1300 rated players on rapid. They already can do serious damage in their openings and I often get in trouble I hardly come across in rapid and blitz. I need serious advice.
I feel like there are a lot of players in this range of level, including myself, who are rated a lot higher on problems, and therefore know tactics and some openings, but fail completely when facing truly bad oponents. We know how to respond to « normal » moves, but the weird ones surprise us, and we lose games this way.
