I am 1800 blitz and have played over a dozen GMs and over 100 masters. I had played probably 5 GMs before I reached 1400. Rating doesn't matter, it's just opportunities.

get a subscription to some chess twitch channels - sometimes strong streamers (usually GMs) play their viewers.
