Bad strategic, saved by tactics?

Can black still have a chance to win via tactics or counter-play, even if black has violated both opening principles as well as being in a position that is lost according to strategy?

Well yeah. There is always a chance to win if you are completely losing. In your example your highest chance of winning is based on your opponents mistakes or blunders which you can immediately punish. But even with the best tactics, if you have violated both principles and if your opponent is playing solid, then there is not much you can do except for trying to win on time.

Is it possible for black to win despite being in a position where white has central control as well as black being behind in development?
