If d4 occurs as whites 5th, would the best response for black be to take the pawn?

For black, once the bishop retreats and white goes d4, I think blacks main priority would be to either add it's own leverage towards the center in response to white or to free up its position so black can increase the mobility and activity of its pieces.
This is why blacks third move isn't the best choice.
How can I punish black if black picks a weak move like Bb4?

Forget about using words like "punish"
Just follow opening principles. Youre not going to punish anyone on move 4 unless they fall for the 4 move mate.
Will it lead to any traps?

An interesting opening where whites 5th move will next be to go d4.
