We all know that. So he his only limited by his previous experience. If he started as a genuine 2800 rated player, ranked maybe 8th in the world or something, his goals are very achievable.
My guess is that he isn't really a genuine 2800. My guess he is a genuine 1900, so for him going from 900 to 1800 in a week is a big deal.

This guy just joined a week ago and chose to start with a low rating. They are obviously an experienced player who is a lot stronger than that. They just want to look like they are amazingly good by starting low and quickly getting up to their real rating.
