Chess.com unlogged games

When I play on Chess.com without logging in I usually select the “beginner” option. Doing this the website always puts me against a 800 or 1200 elo player. How does chess.com pick between these two elos? Does it know which of the two values is closer to the elo of the unlogged player and picks one of the two accordingly?

No, the site has no way to know the strength of a guest user, at least until some games are played and something could be estimated. Though I don't know if that's being done.
