Yes, but they should have some really strong tournament chess fundamentals. At least if they have a national rating of their country to show they have the proper skill/experience to teach.

Thank you for the feedback! I am aiming to coach a different demographic of students compared to higher rated coaches. For beginners, what matters most is clear instruction and building the right habits—not just rating. A 2000 Chess.com player can teach those fundamentals just as well as a 2000 FIDE player. I focus on keeping things simple, effective, and tailored to their level. Beginners can only take in so much information at once, and too much too soon can hurt their performance.

FIDE awards developmental, national and international titles for instructors and trainers. You need to attend a seminar and pass the exam after the seminar to apply for an official title. There are also a couple of other requirements.

But here, everyone can proclaim being a chess trainer.

You can "become" a coach without any formal requirements. Really, your customers will determine if you do well.
Just having a FIDE rating doesn't make you a "certified" coach either. You might be thinking of FIDE certified instructors/trainers. These are not related to nor required to become a typical online chess coach.
