Black shouldn't get poor development in the first place.

Even in the Ruy Lopez and the Sicillian?

Quickly develop your pieces and protect the king with 1-2 pieces,Distract 2 opponent’s with 1 piece then use 2 pieces to attack white king

++ It often happens that black is behind in development in open positions.
It usually happens when white gambits a pawn to speed up his development: Evans Gambit, Göring Gambit, Danish Gambit, Scotch Gambit, Belgrado Gambit etc.
Black then has compensation for his lack of development in the form of an extra pawn.
Black must then play carefully to complete his development, bring his king to safety and defend against white's attacks.
If black succeeds in doing that, then he wins the endgame with his extra pawn.
