Draw by Insufficient Materi

Hello Guys, Apparently I'm aware of the draw by Insufficient material rule wherein if one side has only the king left while the other other side has few pieces which are incapable of delivering a checkmate then it's a draw when time runs out, but the last game I played, I'd only the King left while the opponent had a King + 2 Rooks, which can easily give checkmate but still it was given draw when the opponent ran out of time, which is unfair. Any insights on this will be appreciated.

Your opponent had sufficient material but ran out of time. You had time but insufficient material to mate. The side with time has to have sufficient material in order to win on time.
