Does the en passant rule apply in a certain area?

No. En passant was created when the pawn could move two squares at the opening. Its to prevent players from moving the pawn two squares to keep their pawn from being taken.

I would say it isn't about area as much as rows. 5th Rank for white pawn, and 4th rank for black pawn. Then when a side makes a 2 square pawn move landing next to the pawn of opposite color on one of the two ranks, an en passant capture can be made if desired.
