What is the best way to evaluate a position to determine the best move, particularly if you are doing puzzles? What should you look for to find these moves.

Hanging Pawns YouTube channel has a couple of good videos on evaluating positions. For puzzles I use Checks, Captures, Threats (CCT) to look at forcing moves. Often starting with the Queen moves, then rooks, and finally minor pieces. I quickly itemise all 1 move checks and captures on the board then start calculating in more depth. Now my intuition is getting better I tend to start with the pieces and moves that grab my attention.

Okay that makes sense I know one thing I sometimes miss are pawn moves that are forking.
