Why does exchanging queens always counts towards the best move in analysis?

Its only the best move when it's the best move.

depends. do you get a queen plus a pawn or piece in exchange? do you cause opponents king to capture and not be able to castle? these are advantages.....not equal swaps.

@Git_er_done +1. Also if you are ahead, taking the Queens of the board makes it harder for your opponent to generate counterplay.

If you mean exchanging queens on their starting squares when the D-file opens, it's often a good idea because the King will recapture and after It moves, the opponent won't be able to castle anymore
