Sure, but that is a forced stalemate where Black has no chance to avoid it. It is a draw. I was just in a different situation where that White rook was chasing my Black king all over the board until I clubbed it with my queen, which simultaneously created space for the White king to make a move again.

That's usually what they do since the rook is the only piece on the board now
I have had two games in the last few weeks where I was way ahead in material, and getting ready to set up the checkmate. But after I cornered my opponent's king, and the bot or human is down to the last rook or queen, it is going on a rampage to sacrifice that last moving piece. On one occasion I was able to prevent the stalemate by swatting down that last rook with one of my pieces that was holding down the king.
The solution is to stay focused, but a forced stalemate can creep up on you.
