I feel like I tried similar, but you can see, he always moved to the open space and not towards any corners. You know, he'd go for d5 and just dances around with me. I could never nail him down.

You need to use the Rook to cut the King off and limit it’s movement. You kept checking the King and that is when the King gets to jump to the other side of the Rook, back towards the middle of the board.
If the King is on the 6th rank. Keep your Rook on the Fifth and only when the King moves to the 7th Rank, move your Rook to the 6th Rank, so the opponent King is restricted more. And then only when the King moves to the 8th rank, move your Rook to the 7th Rank.
Apply the same method to the files. Opponent King on f-file, keep Rook on e-file until King goes to g-file and you put Rook on f-file and so forth.
When the opponent King is finally in the Corner, you need to watch out for stalemates and sometimes make a waiting move with the Rook. You can not have the opponent King in the corner at, say h8 and your Rook on g7, protected by your King, with the opponent to move, because that would be stalemate since opponent can not make a legal move and the game would be drawn.
So in such a case, Keep your rook on f7, protected by your King and let the opponent move their King back and forth on h8 and g8, while you move your King to g6.
Now if the opponent moves their King to h8 after you landed your King on g6, with your Rook on f7, then checkmate with Rf8#.
If they move their King to g8 (when your King lands on g6), then move the Rook back somewhere on the f-file, for example f4 and the opponent King will have to move to h8 and you can checkmate them with Rf8#.
Hope I did not make mistakes figuring out the squares and files in my head. I’ll check it later for errors and correct if necessary.

One more thing. When your Rook has no useful move that would limit the opponent King more, move your King while keeping the Rook protected, preparing to eventually restrict the opponent King more. Do not check the King, because then they will escape.

He did not actually write that. Why the quote function said "TheNameofNames wrote" in German instead of English, I do not know (maybe a bug? maybe it's witchcraft? who knows?), but he wrote his comment in English regardless. I can tell, because I understand the comment although I do not understand German.

This is a good theoretical endgame to learn well because approximately 1/6th of of chess endgames are some form of a Rook endgame. Luckily for you, I made a YouTube video a long time ago on how to efficiently convert this checkmate

I have no idea what I could have done to get a checkmate.
PS: Also not sure how I only show certain moves and not the full game. Sorry, I wasn't able to figure that out. First time I post this.
