Is there any situation where doubled pawns can both be considered passed pawns (example provided)

Black's pawn on c2 is most definitely a passed pawn, but could the pawn on c5 also be considered a passed pawn? My assumption is no, as the c2 pawn blocks the c5 pawn's path to promotion.

If the c2 pawn promoted, I believe only then can the c5 pawn could be considered a passed pawn:


Also, could a pawn that hasn't left the starting rank be considered a passed pawn as well? For example the f2 pawn in the diagram below:

It's my understanding that any pawn which cannot be stopped by an opponents pawn is considered passed. Therefore in your examples I would consider both of the doubled pawns to be passed and also the f2 pawn still on its original square. But it's just attaching a label to it really, you can judge with your eyes the value of such pawns.
