I think you can adjust the range but it is always centered on your current rating. No, you can't pick on lower rated players only, or force GMs to play you.
is there only a way to play people with a certain rating or lower

I am only interested in playing rated 600 or lower players, however, the system will only let me create a match with someone who has a rating 25 points higher than I or lower.
