I recall reading in the terms of service that you can't publicly accuse others of cheating. I'm to lazy to look it up, but either way, you should know better than to accuse someone publicly of something that has not been proven so (like their account being labeled as such). I recommend you delete your post, you already reported them it seems.

It doesn't seem that suspicious. It's a simple perpetual check to force a draw.
The user in question is deleted mod KSThey have an 18 game winning streak. The game i played them in I was winning, then they managed to play all the perfect moves to salvage a draw. Very suspicious .
Please report this person if you suspect they are cheating.
