Low rated players winning tournaments
Someone might have been a strong player before but took a break, lost rating due to inactivity, and now plays at their true strength.
I stopped playing in the tournaments when I noticed 500 rated players were hitting 90% accuracy in EVERY SINGLE game in a tournament and take first place. It happened in every tournement I played in until I realised I was playing against a bunch of cheats.

Very bad answer.
The real reason is that many tournaments on chess.com are "Arena" format, where players are paired with players of similar ratings.

Sounds weird and bad? Yeah. No wonder that this format isn't played anywhere else, only on chess.com.

Breaking the rules of the site again and again and again and then bragging about it is a sure way to get yourself muted. Unfortunately, our moderators are not up to the task.

I still don't understand what you mean because if someone breaks the site rules 'again and again' they deserve more than a forum ban for a month. They deserve a permanent ban from the entire site.

I notice that in virtually every tournament there are ~500 (or even worse) rated players doing very well. Also, their game history does not align with this at all. Is this just sandbagging?
