Opponent - Queen Happy in the Opening?

What are some ideas against opponents who just cannot wait to bring their queen out and ignore basic opening principles?

Attack the queen whilst developing your own pieces. Don't be afraid to give up a pawn on b2 or g2 if you can safely play Rb1 or Rg1 in response - you get a (semi) open file for a rook and the cost in lack of development and time to bring the queen back to a safe place is rarely worth it. Of course you must still play the rest of the game well... If it is 1.e4 e5 2.Qh5 stuff that is troubling you just be sure to defend your e5 pawn and after eg. Bc4 defend your f7 square. Black (or white if black is the one doing Qh4) can easily defend these immediate threats and then after this the queen is in a bad spot.

Chess wise: Find ways to develop minor pieces and attack the queen if you can.
Psychology: play your own game. Don’t force yourself that you have to win something out of it.

Continue to focus on developing pieces, castle early, and control center (i.e. good opening principles).

there's a reason this is considered poor strategy.. as long as you avoid cheap tactics and keep developing eventually they will either retreat the queen which is a waste of time or it will become trapped.. also early queen sorties tend to take away good squares for other pieces.. even in the Scandinavian which is a sound opening for black he ends up losing time retreating the queen back to C7 or D8

you mean like the patzer opening? E4, E5, QH5 is one of my favorites as white.
