Is this a good position for my pawns or not? After a F doubled-pawn is better to push e2-e3 or not?

this structure looks quite awful for black if the center isn't locked

I'd probably try to play d5 instead to lock down the e4 square but it also leaves a big hole on e5 for one of white's pieces
