Learning about pawn structures and the plans that arise from them would be a good start.
eg. backwards pawns, isolated pawns, pawn majorities, etc

Great point Kraig. But the problem is that beginners and low rated players only care about memorizing moves with no understanding of why those moves are made.

In my opinion, I'd put an emphasis on backward pawns. It took me quite a while to figure out what exactly a "backward" pawn is, so I can imagine there are a lot of other folks who are probably confused by it too and accidentally create them without even realizing it.
