Totally not true.  I've played in five OTB tourneys this year in U1400 sections, and the majority of folks play 1 d4 (including me).

1 e4 might indeed be better for beginners (a lot of tactics and traps to watch out for!) -- I wouldn't know -- but a whole lotta U1400 folks, even U1200 and U1000 folks play 1 d4

Rule number two :  When you walk out your front door in the morning, throw a Rook over your neighbour's fence.

Why should e4 e5 be rule number one?

If I had to chose a number one it would be either:

1. Get all your players in the field asap (develop, and get a higher rating in the long run).

Or

2. Hang less pieces and take more hanging pieces (if you want to get a higher rating in the short run).

Didn’t you read? He said Rule number one FOR beginners, not for players like you.

My number one rule would be “try to beat your highest Elo rating, in at least one time increment category, everyday”

The classic book move would be to control the centre with your pawns. d3e3, d4e4 then your knights at C3 and the F3.
