Totally not true. I've played in five OTB tourneys this year in U1400 sections, and the majority of folks play 1 d4 (including me).
1 e4 might indeed be better for beginners (a lot of tactics and traps to watch out for!) -- I wouldn't know -- but a whole lotta U1400 folks, even U1200 and U1000 folks play 1 d4
The best continuation according to GM Magnus Carlsen(World No1) and GM Hikaru Nakamura(World No1 in bullet chess.com) gives the continuation after 1.e4 e5
2.Ke2 Ke7 3. Ke1 Ke8 4. Ke2 Ke7 5. Ke1 Ke8 6. Ke2
