My guess is maybe you have too many outgoing requests OR that's actually the limit.

There are some hidden restrictions (I encountered the limit on private messages) which stay active up to 24h (from my experience)

Ohh ya there must be limit to accepting requests in 24h , Wait until the cooldown period.
