I've been playing chess for a long time and I've never really had a surge in skill. It's disheartening for me, especially when I'm seeing the people that started around the same time and around the same age as me improve exponentially. I've never been able to achieve and replicate positions found in chess lessons and/or execute key ideas in my game. As of today, I'm only 1600 FIDE whereas my friends and chess peers are mostly 1900+ so take my advice with a grain of salt.

I don't think reading chess books are very instructive unless you are vastly interested in chess. I, for one, could never make myself absorb information from a book for very long. Forcing yourself to do it is just a waste of time. Try YouTube videos or getting a coach. At the end of the day, do what holds your interest and what you think will help improve your chess. 

Many players say chess is 80% tactics but in reality, a basic understanding of tactics and the ability to spot them in-game about 2 or 3 moves prior is enough. I think you should just take a step back and play chess for fun. My friend took this approach and he has been improving consistently (went from 800 to 1200 to 1500 blitz rating over 6 months). So don't give up and keep trying.

At your level, just do hundreds of mate-in-one problems. It's not that the problems are hard, but it will force you to look at the entire board to the winning move.

With lower level players, the number one wall they hit is not being able to look at the entire board.

I would have to do some easy mate-in-two problems also. Eventually, transitioning to average mate-in-two problems.

-Average essentially means the problem isn't that difficult if you recognize the pattern. Pattern recognition is huge in chess. Luckily, there are patterns for every level of player. When I first did a lot of mate-in-2 problems, I got a lot of them wrong, but once I learned the pattern, that pattern was easily solvable. New patterns with few pieces on the board were always a sticking point for me.
