Cheating discussions are not allowed in the public forums, but I don't think a player with circa 1000 rating is playing unfairly - if they are, then they aren't doing a good job at it lol.
Really though, the chess.com accuracy score is a joke. It is really inconsistent based on opponent play, blunders, and style of play. Too many factors for an accurate representation; just a "fun" statistic to encourage beginners learning chess. 
I've been analyzing my games and I have noticed this guy https://www.chess.com/games/archive/alishabhatt-smith is this higher elo player playing on low elo account or is he cheating? His accuracy is very good or at least I think so
