Trying to push my horse into position so that I can fork my opponent's king and rook then capture the rook.

Is that a tactic?

Yes because a "fork" is a common tactical theme. A "tactic" is a sequence of moves which aim to gain an advantage of some sort. The definition of a tactic would be something like that.

I struggled with this question for quite while but it is in the end very simple. Forks, pins, discovered attacks, skewers, etc are called ‘tactics’. There are around 36 tactics. You can learn them all if you want.

Yep, that's one of the most common tactics in chess

"Tactics" is moves or sequences of moves that result in a clear short-term gain, usually of material or checkmate.

"Strategy" is moves that involve a plan for long-term benefit, such as better pawn structure, a favorable endgame, or making an opponent's king more vulnerable to attack.

The example you give falls into the "tactics" category.
