For free? Good luck. Look for a local chess club. That’s where I learned to play chess.
Who can teach me how to play chess for free?

I don't have skype, but the op should know that many members on chess.com are willing to play unrated games and analyze them together for improvement. Even I wouldn't mind as I do this with several chess.com friends already.
Lots of chess.com members are pretty friendly and are helpful because they want to get better at chess too: you just need to know who to ask

If we could follow that, then we would all be chess grandmasters right now. Even grandmasters sometimes make dumb mistakes: they are human too lol

Every chess website in this day and age have tools that can help you learn by yourself without the need to pay others. Chess.com has some wonderful tools like tactic trainer, chess game analyzer, opening explorer, and more.
However, above everything else, I feel the most important thing to do is the analyze your games of chess. This simple and short video will help you learn how to analyze your own games easily and skyrocket your rating if you follow it after every game.

There are about 8 bajillion You Tube videos out there that can take you everywhere from rank beginner to advanced player. Of course, you also have to play and to analyze your own games, but they're a great way to improve.
Also, don't ignore the power of playing over or watching master games on chess.com or on chessgames.com. Jeremy Silman has often recommended the simple act of watching dozens or hundreds of games as a way to improve. Pour yourself a cup of coffee, go to chessgames.com, select a game to watch, and hit the + button. Then just sit back and enjoy.
