Why is Be2 better than Bc4

In this position, why does computer analysis rate Be2 a better move than Bc4? It seems c4 is a more active square and points at f7. I've seen similar positions where Be2 is better than Bc4 and it confuses me.

In the position while the bishop sure looks active on c4 it's only target is f7 which will be sufficiently defended after black just simply castles.

Now, white can't castle because black's threating Nxe4 and after white recaptures on e4 with Nxe4, black has d5 winning material back with a good position if not better.

So,white has to waste a move to protect the e4 pawn first meanwhile black gets rapid development on the queen side with a6,b5,Bb7,Nc6 etc. Hope this helps

Nobody knows for sure which move is better: Be2, Bc4, Bb5+, Bd3, h3...
The computer is no help, this early as the horizon effect prevents it from evaluating such a 30-men position correctly.
