You do know the capital was already stacked right? That's kind of the reason Lisa was held prisoner in the first place. The rest of the territory was also reconquered so Riley is hardly in a position to make a bargain.

Riley only asked for some land and a little money. And besides, Riley's the one who saved many duck lives. She only asks for a mountain range and the diplomatic equivalent of $5.

Again, Riley is as present at the head of what amounted to a coup against the government of YS (even if it were allowed to continue existing, it would likely implode due to economic problems- it doesn't have many profitable natural sources). There is no reason, let alone on an international scale, for the break-off pseudostate to be recognized as an autonomous territory (which itself would open a can of worms by risking more rebellions); it is in principle a rebellion from Yom Shalom, and it will be impossible- unless they has a time machine -for Riley to change that.
The case is thrown out, and the few remains of the Dinaric Republic are annexed back into Yom Shalom. Riley is rewarded 1.5 million as compensation, however.
