So where's the citation for this being a legal move 1500-1700?

It's not so much that it was explicitly a rule that you could... it's more of an Air Bud type thing. (There ain't no rule that...) It rested on a very shaky interpretation of the rules (the king and castle had to have not moved, and be in the same rank... if the king hadn't moved, and the castle was just promoted, so it hadn't moved AS A CASTLE). It was done maybe once before they put in a rule explicitly saying that it had to be horizontal.
