promote rook on e8, move the king to e3 and rook to e2

It's not so much that it was explicitly a rule that you could... it's more of an Air Bud type thing. (There ain't no rule that...) It rested on a very shaky interpretation of the rules (the king and castle had to have not moved, and be in the same rank... if the king hadn't moved, and the castle was just promoted, so it hadn't moved AS A CASTLE). It was done maybe once before they put in a rule explicitly saying that it had to be horizontal.

in the 1500-1700 there was a rule that u can castle whit a promoted rook on E8
