Black is better at the end of the diagram because he can have a strong attack with his Rooks against the d and e3 pawns. Would like to point out that 12. ... Nxe3 was better than the text.
The hanging pawns are a big strategic weakness in the endgame. There strength lies in the middlegame, where they can be used to take control over the center.
White is definitely better.

In any case where they is a two-pawn pawn island, with the opposing color having a half-open file on each each of them, the island of pawns will be considered hanging pawns. Look it up.

Obviously, I quoted myself because I wanted to remind you that I did indeed say half-open file (hence the bigger font). As a result, your ignorance causes me to think that you are just idiotic.
