Your 2nd position is also legal:
Your 3rd position is illegal, because:
The pawn on a3 can only come from a2, the pawn on h3 can only come from h2, and the pawns on b2, d2, e2, and g2 never moved. This means the bishops on c1 and f1 never moved, either, and as a result, White's queenside rook could only ever appear on a1, b1 or a2 while White's kingside rook could only ever appear on g1, h1, or h2. So the White rooks on a5 and h5 must be promoted pawns... but White still has 8 pawns remaining on the board! This contradiction implies the position must be illegal.
 
Your 4th position is also illegal, because:
Since no captures were made, and no pieces besides the knights, rooks, a6 pawn, and h6 pawn have moved, it can be proven that White has made an odd number of moves, while Black has made an even number of moves. Therefore, White has made one move more than Black, and it must be Black's move. So the last move was played by White... but there is no legal move that White could have played to reach this position! This is, of course, a contradiction, which means the position is illegal.
