Illegal Position Contest!

The position is illegal, but it's not because of the rook check; it's because there is no black king in the position. Such a check is legal if there is a black king on the board:

If you compose a position, it's up to you to put the pieces where you want them.

It takes two moves to get the rook behind the other and the king is in check. It’s just impossible. And it doesn’t matter where the other king is

Leither123's example showed that it does matter where the other king is.

The king can't get to b1 unless the queen leaves or is blocked. The queen can't leave because if it left and the king went to b1 it couldn't get back without delivering check and forcing the king to capture. It can't be blocked because the knight has to get to a1 before b3 is played to let the king in, and the bishop would have to move from a3 to c1 with the black king standing on b2.
If the bishop on c1 and the knight on a1 were switched, it would be legal.
