This can only have to do with the old wording of the promotion rule which didn't cut out the possibility of promoting to a piece of the opposite colour. So b8=blackN+ would also be mate, since Black can't take his own piece. Other pieces than a N wouldn't work, as they could either take the checking R or interpose.
