Like many joke problems, this one is about some unusual interpretation of the FIDE Laws of Chess. It's my original, but I'm not sure if the idea has been anticipated or not.
I think it's still sound under current rules taking effect from 1 January 2023, unlike some famous ones, e.g. promotion into an opponent's piece or a piece already on the board, castling with a promoted rook, parrying the check by putting one's king in triple check, etc. which have all been fixed in the later versions of FIDE rules.
You don't need to add other pieces or change the pieces into something else (e.g. by rotating the board and changing the pieces into figurines denoting fairy forms, a standard joke theme), just use white's king, bishop, and queen to checkmate black in one move.
