Here is how it goes:
The tournament was won by: (1st) GM Vaganian, 12½ (2nd) GM Seirawan, 11½ (3rd) GM Sokolov, 11.
Unluckilly, In the final round, GM Torre with 10½ lost to GM Sax. GM Short with 9½ defeated Van der Wiel (with 10½).
Short, Van der Wiel, and Torre tied for the last spot in the Candidates and played off:

3. Torre 000 ½1½ xxx 2-4
When Short and Van der Wiel tied in the playoff, the final spot went to Short on tiebreak, because he had a better score against the upper half of the Interzonal field, the difference being his last round victory over Van der Wiel. The fact that he lost to Van der Wiel 2-1 in the playoff didn't matter.
