A terrible blunder. Should I have won this game?

I lost based on time but I am pretty sure I would have gotten mated anyway. Disregard to last 3-4 moves as they were made without thinking because I had no time left on the clock. Thoughts?

After your 2nd diagram, on 17 white moves 1 of the rooks to e1, and it will definitely take black a bit of time to disentangle...there might be tactics there, but I dont see how white gets the other pieces involved. 

Just looks like a bad sac to me, could be wrong.
