I don't see a reason for black to resign here.  He's down a piece, but as soon as White does something about his queen being attacked, black should be able to play Bxf1.  I think I'd rather have the 2 bishops than the rook, but it doesn't quite seem resignable.

Maybe he felt as though his chances were very slim so why bother--probably didn't want to risk it!

At master level it is perfectly resignable. There's no way a Rook can handle double Bishop in an endgame.
