Another rook endgame

Man, rook endgames are *hard*! A better player told me that the next big hurdle in my development is are rook endgames. And I did notice that I'd been losing a ton of them lately to opponents a few hundred points above me, even when I thought I had an advantageous position at the beginning of the endgame and would do no worse than draw.

This game had some tactical mistakes that I see in the playover and have mentioned in the annotations. There may be some more that I missed. I'm glad for any comments, but I'm especially interested in how the endgame could have been played better, beginning on move 24. Was there a forced or at least likely win for black in there somewhere? Any moves I made that could have blown it that my opponent missed?

I only looked at the endgame (after move 24 as mentioned) and I don't think you had a win. I'm not nearly a strong enough player for sure but I think White probably had winning chances from that point. At the worst, it was even then (though I still think white had the advantage).
